In 2022, Denver residents voted to implement reuse and recycling requirements for all new construction and demolition projects. The policy, dubbed “Waste No More” and implemented in 2023, requires contractors to provide plans for reusing and recycling building materials discarded during the demolition phase.

Construction and Demolition Debris Recycling and Reuse Plan
Before issuing permits, the City of Denver requires that contractors submit a Recycling and Reuse Plan via their website. The plan asks that you identify all the materials that will be hauled away, as well as the details around what materials will be recycled and what will be reused. This paperwork acts as a guide for making sure your demolition project recovers as many materials as possible. By planning how materials will be handled, there’s no question as to what goes where, and quantity estimates allow the City to understand the scope of your project and its positive environmental impact.

Recycling and reuse compliance form
After submitting a Reuse and Recycling Plan and executing your demolition project, the City of Denver requires demolition job supervisors to submit a compliance form. The compliance form provides proof to the city that your team followed through with the reuse and recycling plan and, in fact, reused and recycled materials from the job site. This form provides the City with the details it needs to gauge its progress with demolition debris recycling.

Submitting receipts and other paperwork
Upon project completion you must submit all your waste receipts, as well as a waste diversion report to the City of Denver. This includes recycling and any landfill receipts, as well as receipts for material donations. This paperwork will allow you to close out your project.
